Lego has been making airline promotional sets forever, even in the pre-minifigures era. Not surprisingly—who would pass on the opportunity to sell their goods with an extreme markup through in-flight magazines and catalogs while advertising it to quite a desirable and broad audience. 

Assuming the Brickset catalog is accurate, the first exclusive airline promo set came out in 1976 in collaboration with Lufthansa Airlines: a microscale 'Airliner' no. 1560. Lego released 50+ different airline models since then, elegantly concluding the series right where it all started, with another microscale 'Lufthansa Plane' no. 40146-1 in 2015.

World City was no exception. Even though this theme only existed for two years (around 20 sets in "Police and Rescue" and "Trains" sub-themes), Lego released two exclusive airline sets to promote it. In 2003, the "Holiday Jet" no. 4032 came out, priced at 18-20 € with 151 parts and three minifigs. There were about 15 different versions, each with a sticker set unique to the airline (as well as a generic 'Lego Air' color scheme). The set no. 7214 "Sea Plane" was released next year, this time just one regular model for all airlines. In North America, the Sea Plane was available via 'Shop At Home' as well. The build is pretty accurate, probably 96-97% complete; the biggest alteration is a tail assembly.
