This 'Barnacle Bay' Value Pack no. 1729 came out in 1994 and was only sold in North America. Like any other Value or "Bonus Packs," models inside weren't ever sold individually (even though they each have a set number); all three instructions are in one 12-p booklet. The exclusive box had an upper flap with a "SPECIAL LOW PRICE" promo blast shooting out of the cannon (really, quite a hilarious design: https://brickipedia.fandom.com/wiki/File:1729Box.jpg).

The missing set no. 1871 'Pirates Cannon,' clocking at only 15 parts, coincidentally is the tiniest Pirates set ever released. It has a cannon on a rotating stand, a Jolly Roger flag, and a small rock with scant plants. That's it! Most hilariously, there isn't a single "shot" for the cannon included. Moreso, the overall Barnacle Bay's inventory of 89 parts only had a sole 1x1 round brick that fits for the cannon shot: a red slab of meat that Imperial Guards are roasting! So, the weapon is utterly non-functional. (And yes, the ramrod is also missing).

The pirate wears a blue striped shirt, a black tricorne hat, and has a flintlock pistol. With a "black mustache, stubbles, and messy black hair" face, this particular combo is exclusive to Barnacle Bay.
